About the Coalition

The Coalition of Manufactured Home Communities was created to help policymakers, community leaders and stakeholders better understand the role land-lease communities play in addressing America’s growing housing supply challenge.

Manufactured home communities are a critical part of the housing solution. They expand access to attainable homeownership, provide more housing choices for families, retirees and working households, and support well-maintained neighborhoods where residents can put down roots.

Our Purpose

This site provides clear information, policy context and educational resources about land-lease manufactured home communities. Our goal is to help decision-makers better understand how these communities work, why they matter and how strong public policy can support more attainable housing options across the country.

Expanding Access Through Land-Lease Communities

Land-lease communities can make homeownership attainable for more families by allowing residents to own their homes without also having to purchase the underlying land. Expanding this housing option will require:

  • Modernizing zoning rules to allow new manufactured home communities in more locations
  • Streamlining permitting and approval processes for community development and expansion
  • Increasing financing options for manufactured homes, community infrastructure and new development
  • Preserving existing communities while encouraging reinvestment, modernization and professional management
  • Ensuring manufactured homes are treated fairly alongside other housing choices

With supportive policies and greater private investment, land-lease communities can provide more consumers with access to affordable homeownership, modern homes and well-managed neighborhoods.

Why This Matters

Across America, too many families are being priced out of homeownership. Land-lease manufactured home communities offer a practical model that separates the cost of the home from the cost of the land, helping make ownership more attainable without sacrificing privacy, independence or neighborhood connection.

These communities provide many of the features people want most: a home of their own, no shared walls, outdoor space, professional management and the opportunity to live in a stable, well-maintained community.

Our Focus

Helping leaders understand how land-lease communities fit into serious housing policy conversations.

Education

The Coalition is focused on advancing a better understanding of manufactured home communities among public officials, civic leaders, housing stakeholders and others involved in shaping housing policy.

Policy Context

We believe land-lease communities should be recognized as an important part of America’s housing ecosystem and included in serious conversations about housing supply, affordability, neighborhood stability and homeownership opportunity.
